HLT21020 Certificate II in Medical Service First Response

This qualification reflects the role of first medical response workers or volunteers who provide initial care to patients in pre-hospital or out-of-hospital environments. These individuals deliver basic first aid and emergency response services, ensuring prompt and effective care prior to the arrival of advanced medical support.

The program is designed to equip students with the essential knowledge and practical skills required to provide basic first aid across a range of medical conditions and injuries. Delivered using a hands-on, practical approach, the training focuses on building confidence, competence, and the ability to respond effectively in real-world situations to improve patient outcomes.

This program is specifically tailored for existing workers who can demonstrate substantial industry experience and knowledge. Participants typically hold roles such as emergency response team members, supervisors, labourers, tradespersons, and health and safety officers across various industry sectors. The qualification supports workers who are required by their employer to formalise their existing knowledge and skills, or who must meet legislated, regulated, or site-specific industry standards.

Existing workers undertaking this qualification may demonstrate competency through a combination of structured training and Recognition of Prior Learning (RPL), where applicable.

The Certificate II Medical Service First Response – Existing Workers program is delivered in a practical, on-site context, with extensive demonstrations of the knowledge and skills required to achieve competency in the units outlined within the Training and Assessment Strategy.

This qualification is delivered and assessed on behalf of Allens Training Pty Ltd by Complete Response Solutions Pty Ltd.

Core Units

  • CHCDIV001 Work with diverse people
  • HLTAID011 Provide First Aid
  • HLTINF006 Apply basic principles and practices of infection prevention and control
  • HLTWHS002 Follow safe work practices for direct client care
  • HLTWHS006 Manage personal stressors in the work environment

Elective Units

  • HLTAAP001 Recognise healthy body systems
  • BSBMED301 Interpret and apply medical terminology appropriately
  • HLTOUT010 Communicate in complex situations to support healthcare
  • HLTWHS005 Conduct manual tasks safely

This qualification can be delivered/assessed in the workplace or at facility organised by the training provider.

Enrolment for this qualification will be for a period of six (6) months to allow each student the opportunity to complete all requirements for successful achievement of the full Qualification. Students with extensive knowledge and experience may seek recognition for one or more units of competency Recognition of Prior Learning (RPL) or Credit Transfer (CT) within this Qualification and may complete the course in a shorter timeframe.

An individual undertaking this qualification with Allens Training Pty Ltd will need to demonstrate the following to be eligible for entry:

  • Satisfactorily complete a language, numeracy and literacy assessment prior to or on course commencement to assess capacity to meet the LLN requirements of this course

  • Physical capability to be able to meet the demands of the practical demonstration skills

  • Protective slip resistant footwear/safety shoes must be provided by the student and worn during the practical sessions and assessment

  • Unique Student Identifier USI

Online study options:  The online learning program can be found in the student portal. Students must have access to a computer, smart phone, tablet or other electronic device with access to the internet to complete the online studies and practical assessment.

There are no pre-requistites of co-requisites for this qualification.

After successful completion of the programme students will be awarded a Nationally Recognised Qualification for HLT21020 Certificate II in Medical Service First Response.

Units included in this qualification may provide credit towards a range of other health-related qualifications at Certificate II level and above, allowing students to continue with their Medical Service First Response knowledge and training and move into more advanced first aid/response training as a natural progression.

Students who successfully completed this qualification may be eligible for entry into further study such as:  HLT31120 Certificate III in Non-Emergency Patient Transport, or HLT31220 Certificate III in Basic Health Care.

1. HLTAID011 Provide First Aid

Performance Tasks and Practical Scenarios

Students are required to demonstrate competency in the following practical skills and simulated scenarios:

• Perform CPR on an adult, including the use of an AED and placing the casualty into the recovery position
• Complete a first aid incident report form based on a simulated first aid scenario
• Perform CPR on an infant
• Manage a casualty experiencing anaphylaxis
• Manage a casualty with asthma
• Manage a choking casualty
• Manage a casualty with non-life-threatening bleeding and shock, including minor wound cleaning
• Manage a casualty with a nosebleed
• Manage a casualty with a fracture and dislocation
• Manage a casualty with a sprain and strain
• Manage a casualty with envenomation, including snake or funnel-web spider bite
